Mr. Harkins specializes in the defense of asbestos bodily injury and property damage claims, welding-related claims, and pharmaceutical cases. His experience extends into the prosecution of government contract claims before the Boards of Contract Appeals and the United States Court of Federal Claims, and the prosecution and defense of construction claims. For more than twenty years, he has defended class actions, and managed serial and multi-phase complex litigation. He has broad expertise in industrial hygiene, toxicology and other health-related disciplines. He regularly conducts environmental audits and counsels clients in connection with due diligence reviews related to potentially toxic substances. Mr. Harkins also has advised clients under the bankruptcy code with respect to mass tort liability and related issues.

Mr. Harkins is a member of the Defense Research Institute.
