Ms. Stewart specializes in representing financial institutions and their shareholders, directors, and officers in civil and administrative litigation and investigations. This work includes specific focus on the fiduciary duties of bank and thrift insiders and other professional relationships where fiduciary duties are recognized, including accountants and their clients and brokers and their customers. The representation of plaintiff financial institutions and shareholders in the Winstar breach-of-contract cases pending before the U.S. Court of Federal Claims is a part of Ms. Stewart’s current workload. She also defends financial institutions as well as bank and thrift officers and directors in administrative enforcement proceedings being conducted by one or more federal banking regulators.

Before private practice, Ms. Stewart worked for sixteen years as a government enforcement attorney, holding the position of Director of Enforcement at the Office of Thrift Supervision (and its predecessor the Federal Home Loan Bank Board) for the last five years of her government service. While there, she investigated possible violations of banking laws, regulations, and unsound practices and utilized administrative proceedings and procedures to resolve enforcement issues of all kinds, either through litigation or the negotiation of consent agreements and orders. Ms. Stewart also prepared legal opinions and memoranda addressing and interpreting various thrift regulations and statutes, and she coordinated enforcement efforts with the other federal regulatory agencies.

Ms. Stewart has lectured frequently about the legal issues and developments in financial institution litigation and related areas.
